Pakistan executed a special law called ‘The Prevention of Trafficking in Persons Act, 2018’, in line with provision of Protocol on Trafficking in Person especially women and children, supplementing the United Nations Convention against Transnational Organized Crime 2003 which Pakistan signed in same year and ratified in 2010. Pakistan also ratified the UNTOC in 2010 and the Protocol of TIP in 2022. Cognizance was vested with Federal Investigation Agency and Police. Prevention of Trafficking in Person Rules was framed in 2020. Rule 43 of Prevention of Trafficking in Person Rules, 2020 mandates National Police Bureau to develop and maintain a centralized database on trafficking in persons.

The Bureau has therefore, as part of its recent initiatives, established a National Database on Trafficking in Person Management Unit. The primary objective of this unit is to establish a comprehensive, integrated and centralized database, data collection, analysis, and dissemination capability at the national level.

Objectives/Functions:

      1. Design and develop technologically upgraded data collection and analysis systems in collaboration with IT experts;
      2. Develop agreed formats and templates to streamline data collection on trafficking in person and processing in collaboration with all police organizations;
      3. Develop comprehensive guidelines to enable informed interpretation of data;
      4. Conduct data analysis, mapping trends and routes of offences under the Act;
      5. Identification of indicators of vulnerability, and coordination at various stages amongst the various stakeholders including the Provincial Governments of Azad Jammu and Kashmir, and Gilgit-Baltistan”;
      6. Undertake periodic reviews to evaluate the effectiveness of the data collection mechanisms and suggest improvements;
      7. Disseminate regular updates and findings to policymakers and all other stakeholders through various channels such as periodic reports, newsletters, webinars, and briefings.
