    Objective

    To build information technological infrastructure within the police for creating an integrated and paperless police environment.

    Pakistan Automated Finger Identification System (PAFIS)

    Objective

    To provide infrastructure and network connectivity to the police at districts level for identifying criminals through fingerprints identification system.

    National Integrated Trunk Radio System (NITRS)

    Objective

    To improve police operation by substituting existing police old communication system with latest digital TETRA system

    Installation of Non- Intrusive Vehicle X-rays Inspection System (NVIS)

    Objective

    To prevent transportation of illicit goods such as arms, explosives, drugs and other contrabands into the cities to safeguard lives and prosperities of citizen by scanning vehicles.

    Community Policing in Pakistan:

    Philosophy of community policing revolves around promotion of organizational strategies, which support the community as partner to police in problem solution. CP model balances reactive responses to calls for service with proactive problem-solving centred on the causes of crime and disorder. Key to success in this regards, is to make community a partner and not using it for playing an effective role in crime prevention.
    It can be seen that various attempts have been made in Pakistan during the previous years to make CP an effective tool to counter crime, violent extremism or terrorism. But these attempts have always been scattered, out of focus, half-hearted and generally left unfinished. Besides, we can see few success stories like Community Police Liaison Committees (CPLC) in Karachi, Islahi Committees across Punjab and community policing in KPK, which have not been replicated in other parts of the country. There has not been a consistent and institutionalized effort to introduce CP at national level. One of the reasons for these failures can also be attributed to our political, social and other polarizations.
    During the Donors’ Conference it was felt that our International partners are working on CP but in isolation and there is disconnect between all these efforts. National Police Bureau hereby intends to combine all individual efforts of International partners in a single project with following major goals:

    1. To conduct a research why the previous attempts of national and international partners have not succeeded so far?
    2. Identifying best global practices, tailoring these practices according to our cultural and regional requirements and replicating them accordingly
    3. Working on giving a legal status to CP efforts
    4. CP implementation
    5. Monitoring / Feedback mechanism

    Police Capacity Building; Training Audit of Police Training units:

    Training Audit of Police training units has been planned by NPB in collaboration with UNODC having main objective of standardization of police training curricula for all provinces to reflect and implement training regime for all police personnel and which reflect the competent laws of Pakistan, international best practices. The goal of the assessment is to redesign existing training program to ensure quality training of police to enhance performance. This will also help to find disconnect between the training of supervisory and subordinate level.

    Public Awareness Campaign on Crime Scene:

    The nationwide campaign will be launched in collaboration with UNODC in order to raise public awareness to protect crime scenes for better collection and preservation of physical evidence to prove case in court of law.
